What is Stamp 0?
Stamp 0 is awarded to people who have been granted permission by INIS (Irish Naturalization and Immigration Service) to stay in Ireland for a limited time period and for a specific reason. In accordance with this, this limited and specific permission shall not be credited towards Long Term Resident status.
This type of stamp is a low-level immigration permission which restricts the holder in various ways. The holder of this immigration is not allowed to have a permanent residence in the state, no social assistance rights, and no employment. This stamp is a feasible option for many as it allows a person to stay in Ireland without any other restrictions and enter or exit without any difficulties.
For non-EEA national retirees the stamp 0 permission to remain is a very popular option as it allows them to stay and enjoy the Irish life, weather, and culture which also makes it call the stamp 0 visa as a ‘retirement visa’.
For persons who are independently funded:
- The financial requirement for self-sufficient individuals is that they have access to at least €50,000 per individual per year, plus a lump sum to cover major expenses that may arise. If this is equivalent to, say, the cost of a State dwelling house, then that would be more appropriate.
- Irish property prices vary widely depending on the location, but the general lump sum figure is typically €100,000.
- Applicants must submit tabular documentation showing their income and expenses in euros, which has been converted into tabular format. Applicants only need to provide information about funds that are readily available or pension income.
- No investment sums will be accepted. Financial documentation, including bank statements, must be submitted.
- A practising accountant who is aware of the system of overseas banking and accountancy documentation must certify the financial information and documentation.
- In addition to the police clearance certificates, proof of private hospital coverage and proof of private medical insurance is also required.
- Applicants who do not require a visa can submit their applications inside or outside the country. Citizens of the United States can, for example, enter the State on a 90-day visitor permit and file their application from inside the country, or they could do it from the outside.
- For nationals requiring a visa, the application must be submitted from outside the State. As soon as the application is approved, they will apply for a visa to enter the State – the relevant application is the Long Stay D visa.
- For the grant of the immigration permission and entry to the state both visa and non-visa nationals are required to register themselves with their local immigration office at a specific time.
For elderly dependent parents:
Non-EEA nationals who are elderly dependent parents of individuals who are permanent residents in Ireland to a lawful immigration permission such as on stamp 1,4,or 5 or who are parents of Irish citizens are granted stamp 0 permission.
To stay in the state as a dependent parent the person must qualify for stamp 0 residence permission by proving that they are fully supported financially by their Irish resident sponsor or Irish citizen and the evidence of social dependency between the both parties.
Here are the following provisions that individuals must take a note of:
- The Irish citizen/Irish resident sponsor must prove that they have earned in each of the three years preceding the application, a net income of at least €60,000 in the case of one parent and €75,000 in the case of two parents.
- Additionally, the elderly parents have future income guaranteed in the form of pension or savings. This also includes other financial resources which may be taken into consideration by the Department of Justice and Equality in assessing the application.
- Similarly, savings and other financial resources of the sponsor will be taken into consideration so whilst the financial conditions are strictly applied in order to ensure that an applicant will not become a financial burden to the Irish government, the Department of Justice and Equality do look at the applicant and their sponsors financial circumstances as a whole in assessing each application on a case by case basis.
- Visa required nationals must submit their application for a Stamp 0 permission to remain from outside of the State and if the application is approved then apply for a Long Stay D Visa in order to enter the State.
- Stamp 0 applications from visa required nationals who are present in the State on a C Visit Visa, the Visa Waiver Programme or the British Irish Visa Scheme will not be accepted for processing and the applicant will have to leave the State in order to apply.
- The stamp 0 permission never allows the individuals to apply for Irish citizenship. This means that the stamp 0 is renewed on yearly basis.
